Taaz may be ideal for you. If not, Picnik or Lunapic are great all round web based and FREE editing tools. Adobe, makers of the expensive Photoshop, now has a free website version in Photoshop Express. If you need/want more features downloading GIMP is a great options. Still free, but you have to download the software. There are also free tools to add text blurbs, to make collages, to put your photo into other images. There are a number of tools that allow you to put the image of a face into other photos for some fun creations. Check out the links below for more ideas.http://www.edit-photos.net

Screen Dash. Its the only photo editor that can take screenshots, do paint and photo editing, and host images. Thus, you can share images with your friends and family. Its free, easy to use, and provides very professional photo editing.
It can do all the photo edits you listed!

    Download gimp. (google it)
It’s basically a free version of photoshop, you can do whatever to any picture. If you’re unsure at first what to do, use tutorials on youtube.
Once you’ve used it a few times, it’s really easy, and they come out really good quality too :)
Edit: You can do everything you want, i.e. teeth whitening, cos you choose the colour, change the opacity, and then just colour it in using a paintbrush.

I’m afraid thats just not going to happen. You could try GIMP which is like a free version of photoshop, but it wont be able to do everything you mentioned above. It does however have lots of add-ons if you look in the right place.
As well as photoshop, adobe also create cheaper versions of the software such as photoshop elements and lightroom (i use this).
    Good luck!
